Washington Won't Stop LIRR Strike

With the federal mediation process nearing exhaustion, it would be up to Congress to force another "cooling off" period for continued negotiations, require binding arbitration or impose a settlement, according to labor law experts.

"It usually takes an actual strike to provoke the legislation," said Lance Compa, a labor law expert at Cornell University.
