, said it makes a big difference that strikes are legal for employees of private companies, since their unions aren’t bound by the Taylor Law.

“The theory of labor relations is that in collective bargaining, you need some kind of deadline because nobody wants to put their last position on the table until the end,” he said. “Both sides know that if there’s not an agreement, there’ll be a strike and neither side likes that, so you end up getting more settlements.”
