HEADLINE: Charles E. Leonard, labor relations mediator;

April 25, 1941 -- April 2, 2008

Charles E. Leonard of Kenmore, a labor relations mediator and competitive Scrabble player, died April 2 in Buffalo General Hospital. He was 66.

Born in Poughkeepsie, Mr. Leonard attended Cornell University, where he earned a master's degree in industrial and labor relations. He did postgraduate work in economics and labor relations at the University at Albany.

Mr. Leonard represented management at General Electric Co. in Schenectady from 1969 to 1980. At the same time, he did mediating and fact-finding work for the state Public Employment Relations Board in the Capital District.

He went to work as a mediator in PERB's Buffalo office in 1980 and was promoted to supervising mediator in 1983.

Mr. Leonard worked with government entities and public sector unions to resolve collective bargaining disputes. He was to retire this year.

He was a member of the Labor Employment Relations Association of Western New York, which honored him as Citizen of the Year in 1980-81, and was active in the Association of Labor Relations.

Mr. Leonard was a member of Kenmore Baptist Church, where he was a deacon and served on the board of trustees.

The church also plays host to the Buffalo Scrabble Club, of which Mr. Leonard was a member since 1983. He competed in 104 tournaments -- finishing first 10 times -- in neighboring states and in Canada.

Mr. Leonard also enjoyed travel, including Europe, Alaska and the Caribbean.

Survivors include his wife, the former Emilia Kalwa; two sons, Dan and David; his father, Edwin; two sisters, Dorothy and Linda; and two stepsons, Jaroslaw and Tomasz Myszewski.

A memorial service will be at 11 a.m. Saturday in Kenmore Baptist Church, 10 Wardman Road.
